I’m happy to announce that the Task Force’s next meeting will take place in the 5th floor theater at 160 North LaSalle Street, Chicago, at 4 p.m. on Tuesday, November 27, 2012. (The larger facility reflects growing public interest in our work.) The meeting is expected to adjourn at about 6 p.m.
I’ve been informed that Governor Quinn will consider including the Task Force’s early recommendations in his 2013 legislative agenda and proposing them to the General Assembly in his February 2013 State of the State address. Accordingly, the Chairs of the Business Opportunities, Capital Formation and Governance Committees will invite the Task Force’s consideration of those measures their respective Committees support.
In addition, the Task Force will hear testimony from Professor Jeffrey Liebman and Mr. Ryan Maley, who have graciously agreed to contribute to the Task Force’s understanding of social impact bonds, a promising new approach to government financing of social service programs.
Professor Liebman is the Malcolm Wiener Professor of Public Policy at Harvard University; an expert on tax and budget policy, social policy, and program evaluation techniques; and a former Acting Deputy Director of President Obama’s Office of Management and Budget. With funding from the Rockefeller Foundation, he leads the Kennedy School’s social impact bond technical assistance lab. Mr. Maley is a director of the Aurora-based Dunham Fund, which has expressed interest in funding an Illinois social impact bond.
