Mr. Peter Skosey will offer his testimony in support of a metrics-based State transportation policy to further the goals of social equity, environmental protection and economic development.
Mr. Skosey, who earned his bachelor’s degree in behavioral science from the University of Chicago and his master’s degree in urban planning from the University of Illinois at Chicago, is the Executive Vice President of the Metropolitan Planning Council which works with a wide range of civic, private and public sector allies to create a more competitive, equitable and sustainable greater Chicago region. He has led several major policy initiatives, including the 1999 rewrite of the Illinois Tax Increment Financing (TIF) Act, a massive overhaul of Chicago’s zoning ordinance in 2004, and the passage of Illinois’ Public Private Partnerships for Transportation Act in 2011. Mr. Skosey staffed Mayor Rahm Emanuel’s Transportation and Infrastructure transition committee and currently co-chairs the Mayor’s Pedestrian Advisory Committee. In 2013, he chaired the Midway Advisory Panel overseeing the proposed long-term lease of Midway Airport. He is a member of the Chicago Metropolitan Agency for Planning Transportation Committee and of the University of Illinois Alumni Association Advocacy Committee.
